BRIEF DESCRIPTION
OF VARIOUS DEVELOPMENTS WORKS BEING IMPLEMENTED BY THE DISTRICT RURAL
DEVELOPMENT AGENCY, PANIPAT.
SWARANJYANTI GRAM
SWAROZGAR YOJANA (SGSY):
This Yojana has been launched from
April, 1999 as the main programme for promoting poverty alleviation through self
Employment. It is a holistic package & replaces the earlier IRDP, TRYSEM,
DWCRA, SITA and MWS programme.
Under this Yojana, self employment
is provided to the families living below poverty line by providing income
generating assets. Finances provided by the bank up to Rs.50,000/- and subsidy is
provided @ 30% of the project cost subject to a maximum of Rs.7500/- in
respect of other and subsidy @ 50% subject to a maximum of Rs.10,000/- in case of SC.
In addition to the above Self Help Group consisting of 10-20 members of BPL
families are formed. For groups of Swarozgaris the subsidy would be 50% of the
cost of the scheme subject to a ceiling of Rs.1.25 lakh. The groups are provided
Rs.10,000/- as revolving funds by the DRDA in addition to Rs.30,000/- provided
for the same by the banks.
During current year 2009-10(upto
Nov, 2009), this DRDA has provided Rs.102.05 lacs as credit to Swarozgaris
out of which 31 SHGs
will be covered on priority basis. Hitherto a sum of Rs.29.05 lacs has been
released as subsidy 317 Swarozgaris (include 5 Handicapped individual) and 12 SHGs under this program.
National Rural
Employment Guarantee Scheme (NREGA)
FUNDING PATTERN: Centre 90% State 10%
National Rural Employment Guarantee Scheme has been launched by the Govt. of India in all Gram Panchayats of district Mahendergarh and Sirsa on 2nd February, 2006. Since, the year 2008-2009, the scheme has also been extended in two more districts i.e. Ambala and Mewat. From the year 2008-2009, this scheme is being implemented in all the districts of Haryana State.
OBJECTIVE
The basic objective of the scheme is to enhance livelihood security in rural areas by providing atleast 100 days of guarantee wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.
The scheme is applicable only to rural. 1/3rd of the jobs are reserved for women. Minimum wages applicable in the State would be payable to the persons employment. Unemployed persons are to apply for registration with concerned Gram Panchayats. After registration, jobs cards are issue to the households by the Gram Panchayats. The contractors are banned under this programme.
The following works are permissible under NREGA:-
1. Water
conservation and water harvesting.
2. Drought proofing (including
afforestation and tree plantation)
3. Irrigation canals including micro and
minor irrigation works.
4. Provision of irrigation facility to land owned by
household belonging to the Scheduled Castes and Schedule Tribes or to land
beneficiaries of land reforms or that of the beneficiaries under the Indira
Awaas Yojana of the Government of India.
5. Renovation of traditional water bodies
including desilting of tanks.
6. Land development.
7. Flood Control and protection works
including drainage in water logged areas.
8. Rural connectivity to provide
all-weather access.
9. Any other work which may be notified by
the Central Govt. in consultation with the State Govt.

The programme is being implemented through the Gram Panchayats. The Annual Action Plans are also sanctioned by P.R.Is.
